Data on victims of trafficking in Spain | Law to sanction all types of pimping
The Minister for Justice, Pilar Llop, has taken part in Vienna (Austria) in the 23rd Conference of the Alliance against Human Trafficking, in the framework of the Organisation for Security and Cooperation in Europe (OSCE), whose objective is to eradicate human trafficking.
In her intervention in the panel Tools to Combat Human Trafficking – Laws and Policies, Llop stressed that «the Government of Spain is fully committed to the fight against human trafficking and our future comprehensive law is the proof».
The Minister for Justice pointed out that the fight against trafficking for the purpose of sexual exploitation has recently become «a national concern», as Spain is «one of the main receiving countries of trafficking for the purpose of sexual exploitation».
 
Data on victims of trafficking in Spain
According to data from the Ministry of Home Affairs, 873 victims of trafficking for sexual exploitation and 2,227 victims of sexual exploitation were identified between 2017 and 2021. «And that is not counting the hidden number of victims of both crimes,» she said.
In this regard, the Minister for Justice explained the difficulty of detecting and identifying victims of trafficking because «they are usually foreign, vulnerable, frightened and bewildered people, who do not dare to file a complaint».
 
According to Llop, this type of crime is a serious violation of human rights that mainly affects women, and is one of the most serious forms of gender-based violence. Ahe also pointed to inequality, economic differences and situations of special vulnerability as three of the key factors that have made trafficking and sexual exploitation one of the most lucrative activities in Spain and other European countries.
 
Law to sanction all types of pimping
In addition to the Comprehensive Law to combat Trafficking promoted by her Ministry, the Minister for Justice referred to the law promoted by the Socialist Parliamentary Group aimed at punishing all forms of pimping and the purchase of sexual services.
From an abolitionist perspective, and in line with other European countries such as Sweden and France, Llop stressed that this new law «is a very important step in Spanish policy, which will serve to bring an end to the legal limbo in which prostitution and sexual exploitation find themselves in Spain; a situation that is causing thousands of women to suffer on a daily basis».
The OSCE is a forum for political dialogue on a wide range of security issues, and a platform for joint action to improve the lives of individuals and communities.
Through a comprehensive approach to security that encompasses the politico-military, economic, environmental and human dimensions, and on the basis of its inclusive nature, the OSCE helps bridge differences and build confidence between states through cooperation in conflict prevention, crisis management and post-conflict rehabilitation.
